ABSTRACT

Governor, the constitutional head of the state works as a bridge between centre and state, the research paper intends to get a holistic view on post of governor, the debates and discussions happened in making of Indian constitution. Governor is the constitutional head of the state appointed by president and remains on the pleasure of president. Governor works as a bridge between union and state. Paper aims at understanding the idea of governor and why it remains in our political system. It aims at getting a approach on the topic Governor as a loyal officer of centre or the constitutional head of state, as chief minister is appointed by governor but still there is a tussle between chief minister and governor. There are certain issues related to the scrutiny and appointment of governor as we have recently seen in the state of Maharashtra, Tamil Nadu and West Bengal. There is co-relation between Chief minister and governor. The basis of the paper is to give a holistic view point on the idea and presenting a way forward as how federal structure works and how is the structure of Indian executive.
