The relationship between India and Pakistan is considered to be a complex one marked by periods of peace and conflict. Both countries have strained relations with one another; however, researchers like Mehsud and Chawla have claimed that the two have cooperated on various fronts and will continue this cooperation. It must be noted that this cooperation did not emerge in a vacuum and much of these Confidence-Building Measures (CBM) have been a failure. As a result, the realists continue to pessimistically view the relations between the two countries while the liberals maintain a sanguine approach.
